Definitely rare. But I assume the others were dismissed because the defendants are alive. Floyd served 4 years on that charge, and obviously is also dead, so dismissal isn’t really an option. But I agree, we’re mostly on the same page.I would say a dismissal is very different than a pardon. But we're on the same page.
Seems "rare" to get a pardon in TX.
