Because the secretary general is a dogshit meaningless position that brings no power and is just the guy doing all the talking in public. Americans always have leadership of the military command of NATO. The secretary General is usually some dude that is known in Europe and has a solid tradition of licking american boots. This new guy is also a flaming homo so that was an extra point for the US.

Balance of powers probably. Too much USA pulls everything in one direction, so having a non-USAier at the head of NATO makes it look like one country is not in control. PR also demands the USA doesn't get too much hate for trying to be omnipresent in all affairs, so it is actually beneficial for the USA not to have an American rep in charge of NATO cos they and NATO would attract more flak.

I don't recognise that MP but from the way he talks I would guess he is FvD, a primarily conspiracy based party responsible for making PVV, Wilders, appear moderate by comparison. PVV did not include them in their coalition implying they are a bit too much for their tastes.
