Despite his technical prowess, Petr Yan manages to keep his style fun, exciting, and lethal, while being calculated and highly defensive.

The most similar fighter to him would probably be Valentina, but she fights much weaker opposition excluding a few like Holm/Nunes.

In both cases, both fighters have trained meticulously for a long time, Valentina longer than Yan, and both seem to train at Tiger Muay Thai.

EDIT: I watched this too many times. Landing a spinning move so precisely takes a tremendous amount of skill.

He's up there. I think Gane, Izzy, and Wonderboy deserve to be in the conversation, but Yan is definitely up there with them.
All his techniques are so engrained in his muscle memory he can pull them out at the perfect moment. One major difference that puts him in the lead for me is his defense. He’s able to utilize a high guard that I can’t recall anyone else doing as effectively. It allows him to stay comfortably in the striking range he wants to and is able to unload counter shots rapidly.

You forgot Aldo. Aldo with a gas tank beats Yan. I said it and stand by it.
Aldo in his WEC/early UFC run was slightly quicker. His current state might be in part due to the motorcycle injury he had as well as wear and tear. That version of Aldo would put up a better fight against Volk/Max/Yan.

Prime Aldo:

Yan is base boxer with 70+ amateur fights. A perfect example of what a talented boxer who transitions to MMA at 18-19 years old can become. Also disproves a lot of BS about so called MMA boxing, which is IMO an excuse for poor technique.
Just for fun, here's Yan's first MMA fight vs some caucasus wrestler at 19 years of age in Russian regionals. What a development he's made since:

Spoiler: Yans get wrestlefooked the whole fight before landing KO punch in the last round.

Are you serious? Valentina is happy to sit back and counter her opponents as they come in; much more laid back and isn't interested in pressuring. Yan, on the other hand, is one of the best (if not the) pressure fighters in the sport. He pressures and breaks his opponents without... mercy. Shenvchenko and Yan are completely different fighters.

Yes I am serious. They have similar technical proficiency and use a lot of the same striking techniques, must be the Tiger MT influence. There is no one more similar to Yan in that facet in the current roster.

Interesting but I think Yan pummels Valentina if they fought.

I'm not a huge fan of his personality but he has one of my favorite styles in MMA.

A destroyer.

Yan is the type of fighter I would be scared to fight. Maybe I'm a pussy, but I think his drowning style and serial killer like calmness when giving people brain damage would make me shit my pants if I was standing across the octagon from him. Same goes with Jiri.
