*Edit* A PC with relatively similar components will run you a few hundred dollars more than a PS4p or XB1X, but due to better optimization as a result of "static" components, the performance will generally be a bit better on the consoles, even with the same specs.
That being said, PC's obviously have far more uses than gaming and streaming, you wont have to pay to play online, the games are usually cheaper (steam sales ftw), and if you dont skimp on the components, a high end PC shits on consoles in every possible way.

A PC equivalent to a PS4 WILL NOT run games so they perform like the console - console games are highly optimized and don’t need to devote as many system resources as PC games.

Your best bet is to build one. Prebuilts are often filled with bloatware or use sub par components where they can get away with it. If you insist on a prebuilt, check microcenter and newegg, put in your budget, and sort by reviews.
It can be a bit scary building your own, but in all honesty a YouTube instructional is enough "training", and a phillips head screwdriver is all you really need. A grounding strap, some Arctic Silver surface prep/cleaner and a tube of Arctic silver are optional, but for about 15-20$ total they are nice to have.

A grounding strap is a bracelet with a wire and a metal clip that is used to prevent static damage to your components. Its not completely necessary, just another protective measure.
Arctic sliver prep/cleaner is for cleaning the surfaces of things like your gfx chip and cpu, and helps the transfer substance make better contact with the heatsink.

For the price you are not going to get better specs than a console. The Xbox One X which sells for around $450 would take about $900 for the same specs on a PC.
PC, PS4 and XBOX One are all fun and you'll be happy withy what ever you get but the XB1 gives you the most bang for your buck.
The Xbox One S can upscale to 4K and only costs $200 new. Xbox also has game pass which is $10 a month and offers around 200 games there is also EA Access which is $30 a year and offers 62 games to which they keep adding to.
XBOX live offers 4 free games a month ($60 a year)
You can play emulators through the browser. (See Nes Box)
You can share digital games with other consoles
There is a huge library of backwards compatible games
You can wirelessly stream it through you're laptop via built in Windows 10 app
They are adding keyboard and mouse support to use instead of a controller

Grounding straps are unnecessary. 10 years ago yeah, they were a necessity. Now products are built to withstand a ESD's a lot better.
Rubbing alcohol and a coffee filter will do the same job as the arctic stuff. Less than $5 and will last a lifetime.

This build could get you to a day one model XBOX One it will run 1080p, but not 4k.
