It is the literal version of 'sink or swim'.
Some kids will sink or not flip over and have to be saved. that is why the mom is there. To save the child if needed.
For the kids who do manage to flip and float, the parents will do it again a few more times while watching, and then they feel comfortable that if their kid is ever in that spot they will not panic and die.
So it is not so much "training" as it is to be in standby in case things go wrong and to learn and feel comfortable if the child succeeds.
That's patently ridiculous. Spend that time teaching and helping the kids learn the skills rather than just traumatizing them and seeing.
No wonder there are so many fucked up adults, with "parenting" like this seen as some sort of reasonable approach
