The best case for edgar in this fight was that he got on his bicycle for 15 minutes and outpointed Ortega.

The elbow was definitely calculated. Ortega most likely knew, that he couldn't out point the faster Edgar by any means. Therefore, he had to patiently pick his shots and try to damage Edgar as much as he can. Frankie was pacing himself by point fighting, so Ortega wasn't in any real danger, which gave Brian the much needed time to find the fatal opening in Frankie's defence.
