I thought it was a pretty low key announcement, but NYC says it has a plan for chronic homelessness for veterans. Chronic means over a year or more than 4 episodes of homeless over __ months. It's in the HUD definition. My questonia is about the city's model --- is it housing first, rapid rehousing, the old fashioned way but with more effort?

He's probably overstated in the results and not counting everyone --- all politicI and do. But housing 1,000 veterans is a good start for a decades long problem.
What else could be done? Maybe identify the chronically homeless veterans that were not counted by the city? Do more frequent eligibility checks? Making follow up checks to see of Veterans are using services and seeking employment?
I'm open to ideas.
