If you honestly don't know there's little point in explaining it to you at this point. Maybe read a book sometime and you'll be able to figure things like this out from time to time.

Not unheard of. A stay pending an appeal is pretty normal. Its not quite the same, but its comparable to the recent stay on certain deportations that had conservatives in a tizzy. Basically, don't do x/you don't have to do x until this is done being litigated.(Reuters) - The U.S. Supreme Court on Thursday blocked a lower court’s order for North Carolina to rework its congressional map because Republicans violated the Constitution by drawing electoral districts intended to maximize their party’s chances of winning.
The conservative-majority court granted a bid by Republican legislators in North Carolina to suspend the Jan. 9 order by a federal court panel in Greensboro that gave the Republican-controlled General Assembly until Jan. 24 to come up with a new map for U.S. House of Representatives districts.

It's just a stay, so we'll see what happens. But, if gerrymandering wins out, people need to be really worried. An increasingly isolated, and far right Republican Party in power with the ability to stay in despite the democratic will of the people is certainly dangerous. I hope it doesn't go that way, but this is a huge deal.Looks like Fascism is a'comin to the greatest country in the world.
