He's in limbo since he wants to fight at WW but can't make it unless they are in Abu Dhabi. At MW, the fights are harder for him. I'd like to see him fight Whittaker. That seems like the fight to make. Book it Dana!

UFC and Khamzat both want him to win WW title for his legacy. They've been stuck waiting a year and a half to get it over with. The only guy ranked higher than Burns hasn't fought anyone since Khamzat beat Burns. Also not only will it be hard for him to bulk to MW and cut back down again, no one is going to be interested in Khamzat vs WW champ if he's destroying MWs.

Pretty simple really. He is a top contender at WW and MW. Both titles are on the line in the next month, both are immediate rematches. If Izzy or Usman win, they will once again be the champ of a division where they've already beat all the top guys. The UFC and Khamzat have options here. Leon or Alex are both winnable fights for him as well. Rather than put all their eggs in one basket, they simply wait and see what happens. In this instance, they are uniquely position to benefit, regardless of outcome.
