If Francis is a US citizen or permanent resident, he still is still accountable for taxes. The US bases their income taxes on your citizenship here, not where you earned money.

This is why some American fighters over the years have voiced complaint about fighting abroad for the UFC. Some countries might tax you locally, and you're still required to file with the IRS back home (although there might be credits available - I'm no accountant).
this is true. The IRS requires you to declare all monies earned, globally, not just in USA.
There are only a few countries in the world that operate this way.

So Ngannou better declare the money paid by the Saudis or the IRS might go after him.
