From a standpoint of logic, this phrase (because of the "at all") is a logical proof of the phrase "Trump never tell the truth". It precludes the possibility of Trump ever having said something that was true.

I really don't think it matters in a material sense, whether Trump did or didn't say what he hoped would happen or if he did or didn't ask for Comey's loyalty.
