My phone won't let me turn on wifi???

I don't have data so I rely on wifi and suddenly it got turned off ... I tried to turn it on and it says turning on but goes off again. I tried restarting my phone and did some reseach online but no idea why my Samsung Galaxy Sj36 is doing this to me

Turn On the Hotspot

1. From the Home screen, touch Apps.
   
   
2. Touch Settings.
   
   
3. Touch Hotspot and Tethering .
   
   
4. Touch Hotspot.
   
   
5. Touch the slider to turn Hotspoton.

I pay 40$ a month and my work and home have wifi - most places offer wifi too why do I need it? Even if I did get your deal to pay $240 extra to use it when I'm out in the park sometimes??
