It’s a reoccurring thing but they only come up every few months. This one’s got two cards associated with it.

Personally it takes me about 5 minutes to make my shoop but I’m also not very artistic. Some people spend hours. It’s all about what you feel like doing and having fun.

You have to use MS Paint or the Mac equivalent. All the rules are in the OP it's all about having some fun and making some shoops bud.

Here are a few examples of MS Paint stuff it can range from simple ones to more technique based ones but the idea is always king. Some basic shoops blow other more complex ones out of the water because of how funny they are.
