More likely to happen...Khabib vs Ferguson happening or Velasquez fighting for a title?

I think neither will happen personally, but I'm looking for public opinion which is most likely to happen Khabib and Ferguson happening WITHOUT A pul out for Velasquez coming back not getting hurt and fighting for a title.
