happens all the time and gets missed all the time like when trans gender people with sex abuse records were invited to read to children. i agree with you completely that all groups should vet every single person that comes into contact with kids but human nature has a hard time balancing trust and caring about a person and liking a person with a necessary suspicion for some reason.
