Not ethnically, no. But you can see the influence in the names. But what does this have to do with Misha Cirkunov?

I thought thay sound ethnically Russian. With that name and surname Cirkunov can be half-Russian or just 1/4 Russian. Tokov is half-Russian, for example.

Cirkunov is definitely Russian, but you can generally tell with some names, like Andrey Nastyushkin, Aleksandr Sarnavskiy, Roman Vlasov etc they are like standard Russian names. But you get guys like Khabib Nurmagomedov, Rustam Khabilov, Abdulrashid Sadulaev, these are not. You should be able to tell by their first name.
