Has their been a minor villain that ended up becoming a main antagonist? What I mean is, a minor cannon fodder type character who powers up and ends up becoming a main antagonist or vice versa.

The only character I can think of is Black Beard from OP who in his debut seemed like a typical minor character but later becomes a major antagonist.

Frasier?

Not sure if that's what you mean.

Either way, Squirrel Girl would kick the fuck out of him.

Starscream

Jabba the Hutt

Jesse Pinkman, he was supposed to die at the end of season 1. Also Eurkel and Frasier are top answers, both I believe were only supposed to be in one or two episodes, Frasier ended up being a mian character and having the most successful spin off show ever.

I loved Cole on charmed. Phoebe was an ungrateful bitch. Cole became the source of all evil to save everyone's ass. Wish he never got banished.

Not a minor villain, but in Gold Member, Dr. Evil changed face.

If things had gone according to plan. (i.e. If Joe Spinell hadn't died before Part III was filmed)

I swear I've seen a TVTropes page dedicated to this sort of thing. Finding it will be the hard part (don't remember the trope name).
Huh? The dude was never a cannon fodder or minor villain level character and never became the main antagonist.

Yeah. Closest thing would be Dr. Gero if you count him from his time in the original DB series. But he didn't really make it to top level kickass villain either. He did pull off a creepy vibe on his DBZ debut tho. If you count Cell as part of his legacy, then maybe it can work.

Or Baby from GT / 17 -> Super 17
