Nope, they're mostly ex-Nokia employees that Microsoft is booting out. 14000 out of 32000 acquired then. Duplicated functions.
That merger was supposed to make them competitive, and for the principal reason that Nokia is the ONLY remaining handset manufacturer who is releasing their flagships on the W8 platform. Furthermore, I double-checked because that 32,000 number looked wrong to me, off the top of my head, and this quick Google of the Washington Post revealed that Nokia only merged 25,000 jobs. They just eviscerated roughly half of the company that was trying to make their products relevant.

I'm fully aware where the tech blogosphere believes Nadal is taking Windows, and that he isn't as attached to the idea of Windows-first. Screw redundancy. Put them to work on something else. But the hotwords will undoubtedly be "efficiency" and "congruity" and "innovation" and (because it's used carte blanche regardless of the circumstances) "disruption".

Perhaps they'll do well being leaner and meaner, but it's difficult to see them as a viable competitor in the business, anymore. I suppose, at least, that they finally seem to be aware that they're a massive underdog settling for scraps.

Xbox did a tremendous job building brand loyalty with the 360. Hell the only reason the One is even remotely in this fight is because of the loyalty they created with the 360.
