The flow of illegals was near an all time high under Clinton... there has been near 0 flow of illegals for the past 10 years and the number of illegals has actually gone down slightly. Within 1990-2000 the illegal population more than doubled and they were almost all new arrivals.

The problem is processing the ones that are already here, removing or integrating, not managing the flow.

We've already done that with numerous bills passed in the early 2000s.
