That is pretty misleading looking at the actual act. The act is to report on such behaviors and those are examples of, but nowhere does it say those acts are against the law This is what actually comes before that:

(4) Since 2010, the Department of State has adhered to the
working definition of Anti-Semitism by the European Monitoring
Center on Racism and Xenophobia (EUMC). Some contemporary
examples of anti-Semitism include the following:

It's a screenshot of the (relevant) text in your link. It's concerning because those "behaviors" listed shoe-in some concerning things regarding freedom of speech, even in places like Europe. Facebook is to hand over data on "hate speech" suspects to French courts.
