People don't realize this is how bias works. It's not lying; it's the running of one story over another, or one narrative over another. The people doing it can deny it, too, because it's often unconscious - deciding this story is newsworthy and that one isn't. And everything they write is (usually) technically true.

Same goes for fact checking. If one person says ten things and gets fact-checked five times because the other five times he was accurate, and the other says ten things and gets fact-checked two times despite being inaccurate all ten times, fact checking will appear to work and will appear to show no bias. But it does.
