It's a joke about Einsteinian relativity. Inertial reference frames get applied to any conservation laws of energy and momentum. They couldn't preserve the form of these laws because relativistic transformations couldn't be observed till they executed the two formulas together.

One of the main examples is when scientists collide particles; to ensure momentum and energy are conserved, any and all reference frames of relativistic mass must be conserved. This goes both ways/vise versa....

That's the basis of it, I think.
