From their playbook, create a problem, then offer a solution. What kind of solution would solve cyber attacks? Oh, I don't know, maybe some sort of world wide unique identifier without which you will not be able to use the Internet or buy or sell anything. If every packet of information online is traceable like a blockchain there's nowhere for some malcontent to launch such an attack.
A digital passport, an individual identifier, some kind of mark. Maybe they'll let us inject a chip in our hand so we don't have to worry about losing the thing.
