Historically, they have. In fact, for most of our history illegal immigrants came from Canada and Europe. Our ancestors were too racist to accept Mexicans, even the ones that were able to sneak in.

Ronald Reagan enacted an amnesty program in 1986 which applied to mostly South/Central Americans, about 2.7M in total.

Reagan also enacted border control and immigration laws that we have not followed. Its clownish to imply somehow that illegal immigration from mexico isn't a problem because of whitey and some other unrelated issue.
