Anyone can fall victim to autocorrect, even smart folks. Or was it an accident?
I personally know a guy who was picked up by the Rand Corporation right out of college and I have a family member high up in a different think tank. You don't have to be particularly clever or savvy or even super high IQ. You have to have an idea and/or be able to work the hell out of that idea until it's workable to those valuing it. The idea that someone smart who read about memetics and figured out a method of using it to weaponize "hearts and minds" isn't all that far-fetched. Hell, wish I had thought of it. The story is likely complete fiction but, if I was asked to reverse engineer how the current climate started... I'd come up with a story similar to this.
