watching the gif again, the cop sees the guy coming in, has a lot of time to assess the threat level, and has a ton of backup close at hand. It also doesn't look like much else is happening nearby.

Otherwise, I think the odds of that fuckwit catching a bullet would be way higher.

Looks like the cop is rocking some sort of less-lethal firearm, too, which lowers the stakes marginally.
