I think the rules are being enforced because they want Conor under contract. They don't want to allow him to go fight in BKFC or any other organization. That's my guess.

This is a chance for the UFC to say "See? No one gets a free pass with our drug testing system, not even Conor." But in reality, they want to run out the clock on Conor's career, so he can't fight anywhere else.
It's only until March 26 though so less than six months away and the earliest Conor would fight anywhere is the White House card in June which he's already claiming is a done deal.

I'll believe it's a done deal when I see it, and when I see McGregor pass drug tests and make it to the fight.

McGregor is the only fighter I can see the UFC pulling off an event for a positive cocaine test, rather than worrying about PEDs.
