Drawing power of these guys is an ever changing situation.

Usman and Woodley was booked as co-main under Jon cause neither was a draw.

Usman's first title defense against Colby were numbers not significant to even be reported cause neither had breached the B-team tier.

Luckily for Usman, he fought Mas next. Conor made Nate. Nate made Masvidal. Masvidal made Usman. Sort of.

Colby, in the meantime, was hustling on his own and is a good multiplier at this point, but still not a draw on his own. Usman and Colby benefited from each other in the rematch. Usman needs a good foe cause, otherwise, he doesn't sell. Him and Burns did fuck all.

Mas vs Colby drawing less has more to do with the timing of the fight - 2 years too late - and Mas being on a 2 fight skid. That whole fight just felt off from the beginning, Mas should've accepted the TUF idea to build it up.

Ali is right that their drama doesn't sell, it's too petty and pointless. Mas didn't help the situation by getting trigged about absolutely everything, just sucking the fun out of it and not letting Colby roast him. His star is fading. Colby, in the mean time, is slowly moving forward, but I still don't think he could sell on his own like Conor.
