I'm not sure that either of these is necessarily racist.
Muslim men may be targeting white girls because they are dressed in a way that they believe to be inappropriate. Laughable as that may be, it's not necessarily racist. Race is only correlated to wearing Western clothing.
White people targeting people based on their appearance (stereotyping) is closer to being racist, it may not qualify under the traditional definition which includes superiority. This is similar to my analogy of an APB out on a Chinese man. It's not necessarily racist to avoid Chinese people. It is definitely ignorant, but these attacks don't necessarily have to carry racist connotations.
Your right actually, they are targeting them because they clearly aren't Muslim thus valid targets for assault.
