Veterans’ Health Care Eligibility Reform Act of 1996, which helps provide funding for veterans’ medical care. It is a program that has long expired and still receiving federal funds. The authorization expired in 1998 but still receives about $120 billion in funding.
Why was it not renewed after the expiration date in 1998? Should we not have to renewal our driver's license, car license, and other documents anymore? So, the funding you are receiving is not really authorized now, is it? Oh, but will just let that one go. I'm sure this is not the only veteran fund you are receiving. There is more than one veteran healthcare pot of money available.

Plus, congress has to approve presidential appointments like Ramaswamy.
Only congress can create a new federal agency - DOGE.
I believe congress also has a say on which programs can and cannot be cut by said agencies.
