I guess it's a balance between record, costs and popularity.

Rachael Ostovich is cheap, $12k to show, has a terrible record, fun fights and 750k IG followers. So do you cut her or Chookagian, $70k to show, excellent record, a decisionator whose only purpose now is to stymie potential title fights?
 
Depends on what they are trying to achieve. Are they getting rid of the hundreds of no names that no one wants to watch? Or are they getting rid of divisions like Flyweight? Or are they getting rid of fighters that are paid a lot but may be a bit too expensive? Overeem and Arlovski should be a bit worried, solid fighters but they are paid a lot and may not be worth their price tag.

I think they are getting rid of older more expensive fighters to replace with younger fighters.

They want to able to invest resources in younger employees who will be with the company longer.

Plus the younger fighters are cheaper.

By starting to develop young fighters now they ensure that they have a name filled roster 5- 10 years down the road when they begin to reach their peaks
