Masvidal is definitely up there as an MMA boxer, not just in the division but also in the entire UFC.
You've already stated Nick Diaz. Daley is a good boxer with great power.

Masvidal and Robbie Lawler come to mind when I think of good WW boxers
 
R1 of Diaz vs Penn was actually excellent boxing by both fighters, with Penn clearly taking it. Diaz pulled away in 2 and 3 because of better conditioning though.

Masvidal is a much better boxer than Diaz, Diaz has great volume, moves with punches, a solid 1-2 and that's about it. Masvidal has much better defense, knock out power, mixes up shots, can throw volume, better footwork.
 
Lawler has some of the best boxing in the sport. You won't find a lot of southpaws who have as good a lead hand or jab as him.

I feel like the BEST boxer in welterweight history HAS to be Nick Diaz, but even though he's I think the best boxer at welterweight history, I'm sure lots of people would disagree, but I say best boxer at welterweight who would come out on top if they go head to head and who would outbox Nick?,

I think the reason for no elite boxers (WW or otherwise) in UFC/MMA is because elite boxers can make a lot more money sticking with boxing.

Your definition of "great", I believe differs from most who grasp that just because one has a skill set, doesn't mean they are "great" at it. Stipe, Lytle, KJ, Duffy, Davis, Holly, etc etc.. have better boxing skill sets then most you list and have the actual Boxing resume to back it up.

  1. A lot of the people you listed were not great "boxers" but rather just strikers. I love Fedor but his boxing style was sloppy boxing.
Sloppy effective boxing. Shit doesn't have to look pretty, it works or it doesnt
