I poked around a bit and most department heads, including DHS, have access to private jets. I don't know if "luxury" actually makes a difference here.

That's not how it works in reality, though. Looks like they are coast guard and they are replacing 20 year old business jets (Gulfstream 550) with new business jets (Gulfstream 700). Honestly dont know why they do this instead of just renting but maybe security stuff.
