It's like every week a thread like this comes up:
The Centers for Disease Control and Prevention (CDC) Order, which took effect November 8, 2021, requiring all non-immigrant, non-citizen air travelers to the United States to be fully vaccinated and to provide proof of vaccination status prior to boarding an airplane to the United States remains in effect.
Chimaev isn't vaccinated. The exemptions are: Children under 18, people unable to receive the vaccine, emergency travelers who do not have timely access to the vaccine. He's none of those three categories.
Ergo, Chimaev can't get into the U.S., where all UFC fight cards are taking place (besides the London card, which is on the rocks). If Chimaev can't get into the U.S., he can't fight in the UFC.
