No, they haven't. They are just waiting the right moment to do the fight. Like UFC analysts say, they want Tom vs Gane firstly so the fight gets bigger. DC and Chael said JJ vs Tom will happen. But after Gane, as the promotion wants to amp up Tom more. And not only that, JJ will fight Tom, but not only Tom... The final fight is vs Alex Pereira. DC "Jon Jones and Tom is the fight. He will fight Tom. And so will Alex. However, the final fight still that we see the most prospect is either Alex Pereira vs Jon Jones or Alex Pereira vs Ankalaev in a trilogy, who knows. Both of them are just the next generation of elite fighters right now".Jones is retired and I'm quite sure that the UFC has had quite enough of Jines by now with his OBVIOUS ducking of Aspinall because he's scared of losing his alleged (not) perfect record.
He also ducked Ngannou for some reason.
And he dicked around the UFC for a very long time about the Aspinall thing because he knows he might well lose that fight.
Dana and Co. have moved on from the Jones era and I very much doubt they want anything more to do with him.

No, he wanted to get paid to fight someone that is as risky as other fighters. It's as risky as Anthony Smith was, or DC 1 was... Or Reyes. Or Gus 2. A risk fight, but one he is confident he can win dominantly. He's just waiting the right timing so the organization can get the most out of the fight though.
They haven't. Dana is saying again " yes, I won't talk much about it but Jon Jones is still the one, but we are waiting for the right timing with new deals"
JJ realizes it very well. That's why he's just not even caring about Tom. His ego is such that if he wouldn't fight Tom and be known as a duck, he wouldn't be trolling dancing with Dagestani fighters like he is now. He's so sure of himself that he doesn't even feel the need to trash talk.
