Presumption of innocence means presumed innocent until proven guilty. Like 7 failed drug tests is proof of guilt.

He is a cheat. Factually. That is inarguable. You are misreading. "We have found that he was not intentionally cheating" is the equivalent of a "not guilty' charge, not "is innocent." And you need to focus on the word "intentionally." They believe he is not purposefully taking the banned substances that he has consistently tested for. The proof of cheating is in the tests, which show he has had performance enhancers in his system for a long long time.

Now, if you want to get into an argument on what steps he's taking to either intentionally cheat or avoid accidentally popping, that's another story. Would you like to discuss that?
