If someone mean-mugs me can I headbutt them? In most places around the world it'd be charged as assault & battery (whatever their equivalent is). John Fury is a British citizen but this happened in Saudi where their tolerance for crime is far lower than it is elsewhere. Homosexuality over there is not only considered criminal, as heinous as this is, it carries the death penalty.

Yeah depends on jurisdiction, but self defence is sometimes OK sometimes not. Maybe a headbutt is just too aggressive to be considered self defence. He's obviously got a bit of diplomatic immunity anyway given who is putting these fights on.
