I think in almost all these cases they get solved via an illegal investigation that is used to steer a legal investigation. I forgot the term for this but the illegal investigation will include things like illegal wire taps, hacking, the whole works that would never be allowed in court. It will steer the legal investigation into legal evidence. When a family member snitches, I imagine is some type of an agreement to legalize the investigation or maybe they just lay out the evidence, which they can lie about, to get some sort of a confession from a family member.
