Because cutting any amount of waterweight combined with the length of time and energy expended absorbing that water naturally means you'll be far more fatigued than if you used an IV. Seriously it's basic stuff
They should ban IVs because their main use is in rehydration following extreme weight cutting. Most of these infusions are saline only and not balance plasma. This can (and does) lead to hyperchloraemic metabolic acidosis. Which is all fine if you don't mind potential kidney failure.
IV fluids can also be used to mask PED use when undergoing a drug test. It's not just a matter of rehydration for some. Some guys were surely relying on the IV to fool the test so they could run some shit that gave them super human endurance.
