"It's about the journey, not the destination" BS saying?

Do you subscribe to this way of thinking? Is it a good outlook on life or does it promote bad behavior?

What are your thoughts when you hear people say it?
I've heard this saying before, but infrequently. Is there a particular instance of someone with this mindset I could take a look at?

Off hand, it could mean all sorts of things; some quite benign.
 
I like the people saying it but i don't like the saying.

The people who say it are talking shit and I like shit talkers.
 
It's a good reminder for print who have this belief of "I'll finally be happy when...."

It's always something.

When I get married
When I get divorced
When I have kids
When I graduate
When I get a good job
When I retire

But you really need to find a way to be happy along the way for 2 reasons

1. As soon as you achieve the goal you immediately move the goal posts
2. You'll spend most of your life not being happy if these conditions must be met first

My psychiatrist stressed that I will never be truly content about life because that is not human nature. She listed the things you brought up here.

I will not be happy with my partner, even. She swore to this. There will always be the grass is greener on the other side.

100%. The lessons learned along the way are ultimately what matter. Set impossible goals because that's when you truly learn and improve.

When you achieve your goal, set another one you don't think you can achieve. Embrace the fear of failure.

Stay hard.
