Is there any non-heavyweight ever that could stop a fresh Chimaev's takedowns?

Usman and Whittaker were known for having great TDD and this guy got them both down within 10 seconds of the opening bell. We've all heard stories about him ragdolling LHWs like Jiri and Ankalaev in training, plus he picked a 260lb DC up like nothing.

Perhaps Jones may be able to, but he did get taken down by Gustafsson so idk
Gilbert Burns. Khamzat gave up even trying to take Burns down since he had nothing for Gilbert once they got to the floor.
 
Honestly I was surprised at how quickly Khamzat took down Whittaker. The submission was unfortunate because it happened to aggravate a previous injury, where any other fighter wouldn't get submitted from just a choke over the jaw. But still, Khamzat was able to do to Whittaker what he does to almost everyone else, take people down and take their backs in the first round.

I truly believe a rule change is needed to stop Khamzat/Khabib's takedowns. The only defense I see is to basically let them hold you against the cage, and they are happy to stay in that position for the whole round and just win the round. So the fighter being pressed against the cage is forced to make the first move, and Khamzat/Khabib style just waits for the defender to make a move, and then they take the back.

We need a rule that if you hold someone against the cage for 30 seconds then there's an automatic reset to the center of the octagon. That way fighters can actually just defend the takedown and chill against the cage, forcing the wrestler to make the first move which then increases the odds of escaping the situation without referee intervention.

Maybe, just possibly, Olympic gold medalist Mark Schultz (weighing 203 here before there were weight classes) would be kind of hard for Khamzat to take down?
