Is the stranglehold legal?

Yeah, kind of seems like a retarded question but I was wondering if a stranglehold is legal in nogi bjj. If not, then can you put your fist in their adams apple? What are the rules exactly as far as neck pressure is concerned?

I know you can use the forearm, but what else?
