Wrestling and grappling are taxing on cardio. However, you can't win a fight where you get punched in the face more than the other guy, but get more takedowns or make the other guy more tired than you...
Judges will never understand that takedowns and grappling put you in a position that is advantageous to be able to deal more damage or end a fight.
But the thing is, if you don't use that advantage, is it really an advantage?
Should you really score a fight in their favor even though they were less effective while in an advantageous position?
If anything, I think that someone who is given an advantage and can't effectively use it should be seen more as a negative, not a positive.
It's like having a gun in a knife fight, but still missing all of your shots... it's embarrassing and pathetic.
Stop worrying about positional control, and make damage the ONLY scorable criteria. Everything else really doesn't matter, and these low IQ judges obviously need less to focus on.
