Is it true DCs best opponents before Jones were past their prime?

Bigfoot was in his prime.

Hard to say with Barnett, Mir and Big Country. Were they better fighters 5 years earlier? perhaps. But I dont think there was a clear visible decline with them.
 
DC won the SF Grand Prix that many on the dog said had the best HWs at the time and the would wreck UFC.

Are you speaking strictly MMA terms? As Anthony Joshua proved categorically that there are (and have been) plenty of boxers who are bigger punchers than Francis.
