If "strong" = better fighter, then no way, Brock was an actual wrestler.
He would bull rush, monster double leg frank down and smash him.
Frank is basically a large, glorified puncher that landed some heavy highlight shots and then ducked out.
For a short amount of time. Wrestling is the grind. Constant pressure and working that's build over years. It would drain Francis much quicker then Brock. Same with high level striking and recovery time in between combo's and rounds.
Francis would fall somewhere in between the middle for both. Crazy strong at both. But cardio will drain quickly as his output won't match the pace of the specialists.
Prime Brock as in mid 20's Brock? I dont think so. Even though the wrasslin is scripted, the way Brock could do that F5 move to some huge guys was insane. He was a weaker version of himself by the time he started in the ufc and declined even more the next few years
