Sounds like the general's head is clouded and foggy but on the bright side, it seems like the great people of Iran are beginning to remove their heads from the clouds and begin to really protest against the regime.

Seems like something that can be done but I think it would be incredibly difficult to pull off since Israel does not have a presence in Iranian territory.

An interesting question is if cloud seeding in your area results in less rain in neighboring areas. I assume that question has been answered in real life.

And if it does then Israel could conceivably reduce rainfall in nearby countries by increasing non-military cloud seeding in its more immediate vicinity. And since that wouldn't be a military purpose, it wouldn't fall under the military use of environmental modification laws.
