Well, to be fair to the reign of @Lord Palis and @Dr J , they did recognize this issue and were about to propose a War Room constitution, which today has almost been forgotten by the War Room public. The succession of power was actually one point they had foreseen for Article II, Section 1 of their draft constitution. However, this never became reality, not least due to heavy opposition from the true powers that be.

What does that mean?

This means that there is no legal basis for a VP to succeed the President without an election. There is no codified way for this to happen. Lead appears to have greatly overstepped his bounds here, to the detriment of democracy and the credibility of the election process. This is already the third time after the voter list scandal in 2016 and the suppression of the democratization of the War Room in 2017, and it remains to be seen how the War Room citizens will react to this.
