Probably. They will be told to either comply or to discontinue service in UK like imgur. Big ones will follow the law, smaller foreign ones won't there will be lots of money to be made. Then there will be a cat and mouse game of blocking vpns like in Russia. Maybe UK gov should hit up the FSB for their blocklist.
