I don't think it's as bad as failing for many other substances. Still, the rules are in place and he broke them, even if just by ignorance. If they ban pasta and inform you, you don't eat pasta. It's really simple.
If you wanna argue against the rule, do so before getting caught.
He broke a rule, so there should be punishment. I don't think he should get the minimum penalty, considering the circumstances.
