Ignorant people

I understand accidents happen, but there's some people who are consistantly pains in the ass. I'm talking about the guy that's always flailing around like crazy and ends up kicking someone. Why can't you just control your legs when you go into a sort of a tumble? How about the guys that are completely oblivious and when they go to grab your gi grab the shit out of your skin? Don't forget the people who don't really shy away from the old knee to the crotch. What the hell is wrong with these people?

You said it yourself. They are ignorant.

Just say something like "Hey man, take it easy" or "Whoa, watch the balls."

Or you can try social hazing. Tell other people right in front of the ignorant person to watch out for their nuts, etc. They might not realize they are doing something wrong, but if you say something they might get the picture.
